Developed in conjunction with Nellie Francis Court, Restoring Waters/Emma Norton Residence is a part of the Highland Bridge project in Saint Paul, located on the site of the former Ford Motors assembly plant. The 60-unit building contains a mix of studios and one-bedroom units, affordable to households with incomes below 30% Area Median Income.  In addition, over 50% of the units are set aside as permanent supportive housing units for both High Priority Homeless and People With Disabilities. Services are being provided by Emma Norton Services.

Restoring Waters helps the City of Saint Paul meet several goals, both as pertain to the Highland Bridge vision and overall city goals regarding ending homelessness and providing more deeply affordable options.
